About Broader Approach

The idea of BA activities arose in the process of negotiations between ITER and the Japanese government.

The second six-party ministerial meeting was held in Moscow on 28th June 2005 to determine the ITER site. In this meeting, “the Joint Declaration” was issued and signed. The framework of this declaration is the following items that describe the mutual agreement related to the ITER organization, the ITER site, sharing of expenses among the participating parties, and the Broader Approach etc.

  1. Noted contents of “the Joint Declaration” related to the role sharing of the host country and the non-hosts, which was preliminarily agreed between JA and EU.
  2. An international organization (the ITER organization: the International Thermonuclear Experimental Reactor) is established by six parties.
  3. ITER shall be constructed in Saint-Paul-lez-Durance (Cadarache).
  4. The share of expenses shall be 50% for the host country and 10% each for the others.
  5. The Broader Approach shall be implemented within the framework between JA and EU while the other parties can participate in the research activities.
  6. Early completion of the negotiations related to the proposal of the agreement and related documents.
  7. Until the agreement takes effect, cooperation among the parties shall continue within the preceding framework of the ITER Transitional Arrangement (ITA).

Discussion of the Broader Approach (BA) in Japan

The ITER Project Promotion and Examination Committee was held with the Chairman Akito Arima between August and September 2005. In the meeting, propositions about the BA projects that should be made by our country were examined, and a report was made as outlined as follows:

i) International Fusion Research Energy Centre (IFERC):
IFERC consists of three sub-projects: ITER Remote Experimentation Centre (REC), Computational Simulation Centre (CSC), DEMO Design Activities (DDA) and DEMO R&D. Each of these has a great value from the viewpoint of an early realization of fusion energy and the increased competency and presence of Japan. Integration of these facilities into one centre would bring about a synergetic effect.
ii) Satellite Tokamak:
Construction of a Satellite Tokamak would be highly significant, since it would enhance the effectiveness and efficiency of the experimental research on ITER, enable international research for DEMO complementary to the research to be carried out on ITER, and hence contribute to an early realization of fusion energy.
iii) International Fusion Materials Irradiation Facility:
Since irradiation data of materials obtained under conditions similar to fusion reactors is indispensable for DEMO, this facility has a high significance and importance in the fusion development strategy. It is worth contributing to engineering design activities within the framework of the Broader Approach, on the supposition that construction of the main facility by other organization is highly probable and that our contribution to engineering design activity would ascertain our regular participation in irradiation tests on the main facility.

Three projects of the BA activities

The International Fusion Energy Centre (IFERC) project and the Engineering Validation and Engineering Design Activities for the International Fusion Materials Irradiation Facility (IFMIF/EVEDA) are carried out in the Rokkasho Fusion Institute (Aomori Prefecture). The Satellite Tokamak (JT-60SA) project is implemented in the Naka Fusion Institute (Ibaraki Prefecture).
